If the source is to be believed, then the photograph was presumably taken in the early 1940’s. It shows a military vehicles in the Netherlands with a Dutch army plate (black on orange). Many vehicles were commandeered from civilians and re-registered in the army series. This Packard could have been one.

"General Douglas MacArthur was inspecting the U.S. Army's 1st Cavalry Division shortly before the division was sent to New Guinea in January, 1944. The two stars on the front of the Packard vehicle indicate that it was assigned to a Major General and the four star flag on the front bonnet show that MacArthur was a passenger."
