Insufficient engine oiling was not a problem on V8's so the new pump has nothing in that realm to improve. Bearing life is long as long as oil is changed per recommendation.

The original pump has a design flaw caused by the addition of a vacuum pump. It puts a sideways thrust on the pump shaft which results in an ovaling of the hole, the result is that air is drawn in. This air wind up trapped in some/all lifters.

Bend them and the weaker one is the front, same if you're colorblind or working outside at midnight.

The heavy duty version has same springs front and back.

Industry #'s front #122 orange, back #130 YELLOW

On the gear reduction starters it is often low voltage that causes that phenomenon. Does it crank well?? After starting is it that the starter keeps cranking or just stays engaged with the flywheel? Does removing one battery cable after starting fix the problem temporarily?

Ungainly body style w/ very tall windshield, Packard knew better. I'll speculate it was made from a car with a shot body.
Shipping over water is quite inexpensive

Does the starter keep cranking after you let up on the gas pedal(electrical problem) or does the bendix drive stay engaged after starting (mechanical problem)??

A design flaw caused the pump shaft hole to weaR TO AN OVAL SAHPE ALLOWING AIR TO BE SUCKED INTO THE PUMP AFTER THE OIL HEATED UP AND GOT THIN. oops!! It is not a pressure problem that causes the ticking, it's trapped air

This car lapped the Packard Proving Ground oval track at 100mph in about 1975-1980 at the national meet. Lifters were silent as they were on the drive back to NJ. Don't think it had more than 2,000 miles since then.

Easiest thing to try is Jack Vines new modified oil pump, that's where I would go first. Heard only good results with it.

Inside edge tire wear is usually caused by incorrect camber adjustment not by toe-in/toe-out.

Instability at moderate speed is usually not caused by a bald tire or the type of tire radial/bias unless you have mixed types on the car. Check all tires for proper inflation, air is cheap! Check alignment and see if the frt stabilizer bar is properly connected to the lower A frames. there are rectangular rubber blocks retained by spring steel clips
