The cover is a tar paper like material located under mat at front end of trunk floor. Under it you will see the sender which is held by five screws and special washers with a gasket. The sender can only be installed one way as one hole is offset. Special washers needed to prevent leaks if tank is full and front of car is down hill. I enlarged my opening in floor and made steel cover. Found it easier to put sender in tank without screws then attach fuel line to sender avoiding cross threading fuel line. I think 58 does not have fuel line in sender that system only 56 57. The 58 fuel line is at bottom of tank.
If you want a new tank Stephen Allan Studebaker has them

You can look in tank thru hole in trunk floor where gauge goes in tank. Not required to drop tank . The fuel filter is located at bottom of the fuel pump on oem system most have glass bowl with stone filter .

When I did mine used a little dielectric grease on contact area hoping to prevent corrosion and add a little smoothness to operation. Cleaned the plastic parts and the three pin connectors on switch to help with endure good connection Have some pictures of front drivers switch with different contacts will have to locate them. The two switches are the same except for the buttons and color of the contacts. Have been told Cadillac switch is same as Packard may be the one with ribs on switch is. The switches on Caribbean are smooth but Randy had one with ribs marked for use in Caribbean after looking at it the plug in connectors are in better shape

another use is removing and installing tires on axle . Tire can be rotated to align studs to wheel. Really nice with new cars and suvs with wide heavy wheels tire combinations

When you attach ground to tank make sure you clean coating from tank as coating is nonconductive. I used star shakeproof washer on upper surface of predrilled hole in tank
