I have a model 645, 1929 Packard. It has the large 8 cylinder (385 cubic inch) engine. I worked with a guy named David Frear who makes the reproduction Packard Detroit Carburetor. I don't use that particular carburetor because I was lucky enough to find one of the early versions that fits the 385 cubic inch engine. As I understand, the version I have is rare because Packard only used it for a month or so before they switched to the later version. The later version that David makes is actually easier to use and restorers I have spoken to prefer it because it is easier to adjust. I can put you in touch with David if you want. I also have an original early version of the Packard carburetor for the smaller 1929, 8 cylinder car that I would be happy to part with, if that is what you are looking for. I recently renovated the Bijur system on a 6th series car and it had similar pins (beveled tip and all) about 3 inches long on both sides of the front axle. Like you, I'm not sure what purpose they served.

On the model 645, the oil gauge is on the drivers side inside the engine compartment. Look down at the mud shield pan fastened to the bottom of the crankcase right behind the downdraft tube and oil filler. You should see a round gauge with demarcations for oil volume.
The door locks are exactly as described. There is a keyed lock on the front passenger side. All other locks are engaged by pushing forward on the door latch (as opposed to unlatching the door by pulling the vertical knob toward the rear of the car). It should click forward and lock the door. I can't advise you on why it is loading up, but one expert tells me that once you get the double spring mechanism inside that little cone on the carburetor set, you can pretty much forget about it, but the settings on those springs are very precise. I only started mine once so far and I know my settings are off, so I'm of no help on that matter.
