Another point of view...we don't own them, we're just custodians until we pass them to the next custodian. So the previous owner will appreciate your preservation and protection of their special car just like you will when the next custodian takes care of your car.

The photo of you in the Hughes/Peters Caribbean displays the bottom of the rear fender skirt below the centerline of the hubcap. Were their weights in the trunk, soft torsion bars, or just the correct rear height?

Another Custom listed for sale on the Packard Automobile Classis website
www.packardclub.org. Look in the Packard Classified section."1949 Early Series Custom Low mileage original rebuilt 356...." $15,500. The ad dated 4/25/2020 indicates the car is in New Mexico.

Here is another data point. If still available, this Packard has been for sale for several months. If available and you are near New Orleans it might be worth the investigating. It appears there are not as many things to do and there's the wire wheels.

There was a attractive 54 Panama that sold at an RM auction in October 2018 for $20,900. I think the market has softened a bit since then. Go to the RM website and take a look. It was probably the Hershey auction.

Perhaps the photo was made in the World War II period of 1942-45 time frame when tires were rationed and the fender mounted spares were used for another car?

Auction reminder; Usually the buyer pays a 10% premium, seller pays 10% selling fee; so a bidder wins at $9,000 bid on the floor; they pay $9,900. The auction website price info includes the 10%. So this transaction on the auction results website would be reported at $9,900.

The seller pays 10%, so the gross for the seller is $9,000 less 10% or $8,100. The seller must get the car to the auction. To make the math easy, $1 per mile. So for a car that is transported 500 miles to the auction site, the seller nets $7,600 ($8,100 less $500) less any detailing or other expenses, on a $9,900 reported selling price.

Therefore we have "Bring Your Trailer" and the new Hemmings internet auction sites to help both the buyer and the seller avoid the service fees of the auction process.

Of course for the seller, with an auction there's always the emotional buyer. I saw a 1970 pink VW Bug sell for $65,000 at a Gooding auction because two ladies said it was worth $65,000. Go figure.
