There is no reason at all to do that as you’re going to be replacing the head gasket. Compressing the gasket evenly is the reason for the torquing process.

My 1965 Cadillac has a glass bowl filter that is very similar to that on the Packard but, as TxGoat described, it has three connectors, the third of which vents back to the tank. However, only cars with A/C had the third line. I don’t recall ever seeing its bowl full either.

I see quite a few posts about the filter fuel bowl being full but I’ve never seen it that way on any of my Packards in over 55 years of owning them! Makes me wonder if they’ve always had borderline fuel pump problems that I never noticed.

Back when I was a teenager, even Port-o-Walls were out of the budget for my 1941 Henney-Packard so I bought a can of white tire rubber and painted them onto the new and very inexpensive 7.50X16 blackwall tires! They looked so good that I also did the same to my Honda 350 motorcycle a few years later.

The same happened on my 1954 that had sat for decades and no amount of lube from below or from above (under the steering wheel and down the pipe) would free it up. I finally had to remove the column and take it all apart to get it freed. Not saying that you won’t be luckier but just pointing out the possibility.

Mine, of course, is an Ultramatic but it’s still the same basic mechanism for the column shifting.

As Dave (Owen_Dyneto) said, it’s a snug fit but it also can’t take too many removals or reinstalls without becoming loose. I have one like that which is useless now without some kind of sealer to keep it in.

Note also that there are different tubes for different accessories as was once pointed out to me. With power steering, for example, the tube has an extra bend near the top to tilt it toward the head so that air is still forced in in spite the power steering pump being in the way. All in all, I’ve counted three different tubes from one that is straight, one with one bend and one with two bends.

In this photo, there is the straight one (I have an NOS one like it somewhere), the gold one is what was in my 1954 Patrician but the one with two bends is what it was apparently suppose to have.
