Idle adjustment

Reading in shop manual and online that to adjust idle speed I need to warm up the car and back out the idle speed screw all the way and tighten it back in till the right idle is achieved. The rpm is not changing/ going down. It idles super high even after choke opens and high idle cam retracts. Am I doing something wrong?

I have a 53 Patrician with power steering. I assume I am missing something, but I am not figuring how to set the timing. The power steering pump seems to be covering up the timing pointer. Is there a different place I should be looking?

Why is there a pinch clamp where it screws on to the rack. The steering arm prevents it from unscrewing. Also with the clamp loose the control valve rotates some at the end of the travel putting less stress on the steering gear. Wouldn't it be better to leave off the clamp?

Thanks for the replies. The star wheel adjuster is the nut at the top of the front brake backing plate?

I tried searching the forum and I have read the service manual. I am trying to get a front brake drum off on a 53 Patrician. The nut is off the spindle along with the outer wheel bearing. The brake shoes aren't releasing. I can use a breaker bar and force the drum to turn but it is very hard. Is there away to release the shoes with the drum on? Or do I need to get a puller and pull the drum off?
