Sounds like you are missing the driven gear. You should be able to see the end of the gear with a small square hole in the end. If it's not there, you need a gear. Shouldn't be too hard to find. I have an extra or two.

She might be happy with an Electromatic. My 47 works fine with it. It is my wife's car. Se likes it fine.
Just a thought to help keep a Packard in Stock condition.

At the master cylinder you will need either a combination valve that is adjustable independently for front and rear. Or you will need separate residual pressure valves in each system. Disk and drum breaks require different residual pressure.
I have installed disk brakes on my modified Studebaker PU and used residual pressure valves in line following the master cylinder.
Good luck I'll be interested in seeing how it works out for you.

The 21st through 23rd series cars use the WDO carter with different jetting depending on which engine they were on. Also, the above information about heat shields is correct.
Don't worry about the sediment bowl being close to the manifold. The heat shield doesn't extend far enough to make a difference. The most likely problem is for the fuel in the fuel line to be vaporized. Originally cars earlier used a wrap on the line. I have wrapped mine with air conditioning insulation. I have not had any trouble since.

I would also like to say welcome. I thought you might like to know that your car is pretty rare. Packard only make 2,950 export cars for the 23rd series which were made in both 1949 and 1950.

Yes they are the same with the exception of the 223rd series Super Eights. Their center grille looks like the attached.

I haven't purchased anything from them. But, I recently sold them a block for a 1936 Super Eight, the one you see in their advertisements. It was not a quick process. But, I did get the money and they arranged the shipping.
Things may be better now than they were before.
