I doubt you'll find such a document for any vintage car. There are rules of thumb and recommendations but nothing official as far as I know.

There is no mention of tolerances on brake drums in any of the Packard specifications or service literature that I have been able to find.

Quite sure your car predates the issuance of federal standards on limits for brake drum resurfacing.

Among other factors it was dependent on drum diameter. No shortage of information available about the guidelines in use before mandated limits, as the say Google is your friend.

As Dave (Owen_Dyneto) said, Google is your friend and a quick look pulled up this, among many others, which might help. Apparently the minimum thickness is even stamped on newer drums but I don't recall any such stamping on the Packard drums.
