The block letters across the front of the hood indicate 1951 model year.

Are the pictures on their side?

I see what looks like a divider behind the front seat, a deep shelf of some sort?

As said, it's a 1951 and is a Henney, not a Henny. Technically these are Henney-Packard and mine have all been titled as such rather than simply Packard.

What you are seeing inside is the partition which has a sliding window and typically a pull-down shade separating the driver compartment from the rest. With this arrangement, there was also a place for the spare tire, jack and tools behind the right front seat. Since it has the partition, it is either an end-loader (the rollers built into the floor) or a combination (with removable or folding roller panels). Ambulances also often had the same partition (if not ordered with sinks or cabinets) but were not commonly in black or other dark colors! If it were a Service Car (delivery vehicle) it would not have rear side door windows.
