1935 Packard Eight

I recently purchased a 1935 Eight. It has had an extensive mechanical rebuild including new wiring.

I can't get the Headlights to come on. I removed the Assembly at the bottom of the Steering Column where the Headlight Switch is located and everything seems tight, but I can't see where the contacts are and if they need cleaned.

When I put it back together, the rear tailights come on and won't shut off?

Also it came with Trippe Lights, but the wires are cut.
There are Two (2) wires per light and a Braided wire on either side of the frame that go to a Relay on the left fender.

Any Ideas?

Under the dash there is a fuse block plus a thermal headlight circuit breaker - I'd make that the first thing to check.
