Dave, yes but only, if the public transportation systems is supplemented by private car traffic. In the former GDR every town, many villages and even factories had railroad connection. But efficient? To get to the next village in the proximity at 9 o'clock in the morning one had to take a train at 4:30 a.m. to the next town to take the bus, which arrived after 4 hours total time the destination 6 miles from home.

Hard to tell from that photo with Gerald Ford if Brezhnev received eyebrow implants from that fur coat or vice versa.

If you wanted to trim either the coat or eyebrows you would need to use the counter-rotating props from the Tu-95.
