I saw this entry on ebay stating 1955-1956-Packard-Factory-A-C-Pulley-On-Crank-465510 and before I pay $250 for it I would like to know if this is the right part. Later in the year my engine is getting pulled out of my car for rear main seal and detailing and I wand to know from someone who had actually seen one with air if this is the right part.

Looking in the V8 Parts Manual in the A/C section under Group 19.130 PULLEY - COMPRESSOR is Part Number 465510 and its description is "ALL 55TH; 56TH........DRIVING, ON VIB. DAMPER".

That is the correct factory pulley. It nests within the cavity of the vibration damper and extends out so the smaller diameter AC pulley grooves are just in front of the power steering pulley. IIRC, the crankshaft attaching bolt needs to be slightly longer when adding the pulley but is an ordinary thread bolt and can be purchased.

One more question if this indeed is the right pulley do you think $250 is a reasonable price for it?

Originals are fairly rare so they do command a price. Jack Nordstrom who does a lot with Studebaker mods was reproducing the pulleys for the Golden Hawk engine. He ran a few ads announcing availability for Packard owners in the PAC News Bulletin a few years ago. It has been awhile since I looked for or remember seeing one of the ads so no idea if he still does them but I believe his price was comparable if not higher.
