I want to thank everyone who has helped me with my horn problem. As it turns out, the car was missing the large spring and washer that goes between the horn rim and the steering wheel.

Now all I need to do is to locate these two items. If someone who has been following this post as them and would be willing to part with them send me a PM

Mission accomplished. Once I installed the spring and the washer the horn would sound and it would also sound at certain points when I turned the steering wheel (not good).

I found that the ring P/N 4.10083 was not fully seated. At this point, the horn no longer sounded, which led to the conclusion that the horn ring contact plate was no longer able to make contact with P/N 4.10083. I then placed a lock washers between the horn ring contact plate and the three posts on the horn ring, which led to the first sentence in post.

Again THANKS to all who led to a happy conclusion.

Just to clarify, 4.10083 is a group number rather than a part number. The actual part number in question is probably 458536. Anyway, I've been following this and glad to see that you have sorted it out!
