Fixed the problem. For whatever reason, the left headlight bucket had a poor ground. That alone fixed the problem but I went one step further and replaced both headlight sockets with new ones from Max Merritt.
I had also asked what that bracket was inside the headlight bucket. Digging through old archives in the data pages on this website, it appears the bracket is not in the bucket properly and needs to be rotated 180 degrees and is actually the place where the headlight wires exit the bucket
