Hi Guscha
The photo was taken during 1944 FDR re-election campaign NYC parade in constant rain. The film is one of the most impressive performances of a Packard lending dignity to FDR's own steadfast commitment be there when promised. The crowds in the rain are amazing. When the Packard is driven up on the dais for his speech, if it doesn't swell your pride in the marque, nothing will. Note how drawn FDR looks compared to his earlier pictures. If you're on solid ground then Mal's assumption is right and the pic shows an old Presidential flag whereas the white flag above is the old insignia of the Vice President. No takers? How about a group of alpha leaders of unknown origin? The flag could be something to go on, the uniforms or the facade in the background maybe.
