I didn't see a picture but it sounds like you're describing the "Coordinator" which coordinates the wiper action with the washers. Not specific to a Caribbean.

Agreed. Check out the accessories install instructions (section 3) of the 55-6 service manual. Starting on page 9 you will find info on the co-ordinator and its operation.
