Based on the four side louvres and the low profile hood ornament, this might be a 1952.

The car has the 1952 style fender louvers, hood ornament and hood without the Packard block letters of 1951 but the grille does not have the Packard crest of 1952. It is either missing with only the holes, the grille has been replaced with one from 1952, or the car has been modified to the 1952 appearance. The VIN would tell for sure.
