1937 115C center steering arm R&R

Does anyone know how to remove and replace the pin for the center steering arm? The frame shop where I took the car is scratching their heads and options range from loosening the engine mount to removing the radiator and taking off the fan belt pulley. These seem extreme to me. Any ideas greatly appreciated.
