Yes there is supposed to be a water distribution tube in your 1940 One-Twenty engine. All the Packard monoblock straight 8s from 1935 through 1954 had a water distribution tube. So did the straight 6s from 1937 on.

I never heard of adding a lead additive to the engine oil. I would suggest that you remove the oil pan and clean it and the oil pump pick up screen if you do not know when this was last done. Change the filter cartridge too if it has one. Then refill with a good grade oil. Many of us here use a 15W-40 multi-viscosity motor oil. Most use Shell Rotella and some of us use the Classic Car Motor Oil sold by the Indiana Region of the CCCA. Either one should work just fine in you never rebuilt engine.
