517 is a body type number, in this case a Ninth Series (1932) Eight Deluxe Coupe for 5 passengers (i.e., a coupe Victoria).

903 is the chassis type on which the 517 body was offered (along with others), a 142-1/2 inch wheelbase with the 384 cubic inch engine.

The correct vehicle number for this vehicle would have been 517-XXX where XXX represents it's production sequence number as a Deluxe Coupe for 5 passengers where 517-11 would have been the first such car, 517-100 would have been the 90th such car, etc.
