At the risk of being overly critical and in addition to what's been noted, I'd expect more from a "fresh restoration"; you'd think they would have painted the water pump. Also minimal care in dressing the engine and components; incorrect type hose clamps and ignition cable ends an generally not "fresh". Wrong screws attaching the patent plate (should be slotted, not Phillips). I'm not that familiar with 1940 but seeing an oiled mesh air filter rather than an oil bath seems strange. Also converted to 12-volt for better starting just indicates to me someone not willing to correct whatever the underlying problems were before conversion.

I'm perhaps being too picky.
