Nope, according to the emblems and ornaments appendix in the Kimes Packard history book. Packard did offer a MotoMeter radiator cap with the flying lady out front on the third through the fifth series (1926-28) depicted on page 758 of the Kimes book. The Packard cap wouldn't be nearly as tall and ungainly as the one on that roadster. The automotive aftermarket must have produced many fanciful ornaments of questionable taste during the Roaring 20's, and this appears to be one of them.
