It's a system to drain excess raw fuel that might accumulate in the intake manifold, it terminates with a ball check valve and the cotter is to retain the ball. If the ball and/or seat is damaged or the ball is missing it's like driving with a vacuum leak so check it with your finger while the engine is idling. The drain system began with the advent of downdraft carburetion but was later found to be unnecessary and eliminated.
