The first digit is clearly a 3. Blow it up a bit and it should be apparent.

I have no idea what kind of build slip procedure Packard had in place for the junior cars of the 30s. We do know the data on each car including buyer's name and address, the important numbers and paint/trim info was recorded on cards retained by the selling dealer, zones and/or branches, and the Detroit plant; it seems that less than 1000 of these cards have survived and I don't have one for this car.

And 374811 does correspond to a 1937 junior Packard.
