Read the "I" in your vehicle number as a "1", that's just the font that Packard chose to use. So your vehicle number, the fact that the patent plate is not a decal, and your theft-proof number all confirm the car is a 1939, not a 1938. The earliest known theft-proof number for 1939 is 468392. By both that and the vehicle number, you have a very early car so you should also have a very early motor number if the motor is original to the car.
