I believe your motor uses the same belt tensioning method that was used by Packard for many years; the pump body where it nests into the block is eccentric with respect to the shaft and rotating it increases and then decreases the distance between between shaft centers and thus loosens and then tensions the belt. Look for a large copper ring gasket between the pump body flange and the engine block.
