I am not sure that the stories about electric fuel pumps working better by pushing than by pulling are true. I believe the reason for the practice of locating electric pumps as close to the tank as possible is to pressurize as much of the fuel line as possible to avoid vapor lock. Vapor lock occurs mainly in the non-pressurized part of the fuel system; therefore, the more of the system that is under pressure the less chance of vapor locking. I have seen electric pumps mounted in the engine compartment to either augment of replace the mechanical pumps and they worked fine.

Also, electric pumps are sometimes added for another purpose - to prime the system before starting a long-stored vehicle.
