Probably about as many use a sealant as don't use one. Permatex makes a copper metallized head gasket sealant specifically for this purpose and I have routinely used it and recommend it.

Yes, for 7/16-20 threaded head fasteners, 65 ft-lbs is correct. Torque to final in several stages, re-torque after a hour or so of initial running, and again semi-annually until no further tightening is needed.
