Front Bumper Guard

I recently bought a 1940 Packard 110, 4 door Touring Sedan.

It has this bumper guard attached to the front bumper and it does not belong on the Model 110. Can anyone tell me what vehicle this might belong on? It is 21 1/4 inches wide and approximately 13 inches tall.
