Help Identifying Cowl

Hello,

I am new to the forum but everyone seems very knowledgable about Packards!
This cowl was acquired a while back and needs help identifying it. I called "Packard" when I saw the pic, The seller said "Stewart" which is printed in the Vaccum canister mounted on the firewall.
I am still not sure of the year, model or if it is even a Packard cowl. But, to the best of my knowledge it's a 1919 or 1920 Packard cowl from an open car.
Can anyone identify it? The mountings, seem well crafted on the inside of the firewall and there are a LOT of holes for "Stuff".

Also, the Radiator shell came from a different place long ago. I am puzzled by the "Hole" for an emblem up top. Otherwise it looks like a 191?-192? Packard shell.

The lot will likely become yet another speedster" project at some point in the future.
