Do I assume you are still running the vacuum tank and not a fuel pump? If so it seems almost impossible that a functioning float and needle/seat wouldn't seal as the fuel flow is just gravity, essentially no pressure. Are you sure the float is functional and that the needle and seat work (just try to blow thru it with your mouth while holding the needle gently against the seat.

Over on the PAC website under "reference" you'll find an identification chart for the various carbs - why not verify the model DL you have and give Daytona Parts a call - they surely have the rebuild kit and can be very helpful with carb issues.
