EF-2 Purolater filters, modified to take modern spin-on elements inside but essentially OEM in appearance otherwise, are available from a couple of sources. Burr Ripley for one, and I believe R&A Engineering. Both advertise regularly in PAC publications, and I believe in CCCA as well. Let me know if you can't find phone #s. As to decals, most all the standard Packard vendors like Kanters, Max, etc. have them, as does PAC and probably PI.

I suspect one decal goes on each side of the seam, the Purolater logo one on the top (forward) section of the barrel, and the "install at" below the seam, and reading correctly from the rear of the car and installed wrapping around with the circumference of the unit. At least that's what I've seen on restored cars, never seen an original so I can't say for certain that that is correct.
