Yes, correct. Except in cases where the cam-follower bases (which are machined on a slight radius) become so worn and/or pitted where they ride on the cam that they need to be replaced or reground, in which case you have to remove the camshaft to remove them.

When I did my 48 Custom 8 engine oh so many years ago, I had both the cam polished and the cam-followers re-radiused and polished. I don't know the thickness of the case-hardening, but we removed about 0.010" to resurface them.
