Tom, I suppose they can break just about anywhere; about 5 or 6 inches from the housing flange is where mine broke back in 1999 and hopefully yours is similar and then the following should help. Regardless of how you want to approach it, you'll want to remove the inner seal to provide some working room. No need to remove the inner race. A strong magnet is one possibility though you need to wrap it in something to keep it from getting stuck against the housing bore as you insert it. But a length of fine, flexible wire, like picture hanging wire or a guitar wire, with a loop on the end should do the job Open the loop, insert into the housing bore, and with a small piece of dowel or something get the loop around the axle stub end. Then use the dowl to hold the loop in place while you pull the wire taught - and....viola! Something like the old Chinese finger toy is another possibility.
