I'm not familiar with the keepers on this particular application. But as OWen indicates there are other pieces that mite be holding.

HOWEVER, in some rare cases, if the valve was real noisy for many many miles of operation then it is possible that the end of the valve is mushroomed.

FIRST be sure that all the valve keeper parst are removed.
