You might give Kanter Auto a callhttp://www.kanter.com/packard/ . If anyone would have it, it would probably be them and sometimes miracles happen. If the valves are not available someone else will have to give you the options.
Here is the last couple of paragraphs of that article showing the difference on later engines and giving the part number. The 1940 engine would be the 18th series item.
