If the broken stud is still in the block you might try welding a large nut to the end of the broken stud. The size of nut needs to fit diameter of the broken end so that it can be welded. I only have an old mains voltage arc welder, A TIG welder would probably be better. The heat from the welding assists in looseneing the stud then it is simply unscrewed out with the nut. I have removed a couple of studs this way even though the studs wee broken flush with the top of the block. Otherwise, drill & and helicoil taking care to ensure the drill is square to the block.
