If you have access to a cylinder leak down tester. That would be the best way to determine where the issues lies with the imbalance in the cylinders psi. With the leak down tester what you do is back off the valves on each cylinders and thread the tester into the spark plug hole. The tester regulate the air pressure in the cylinder. Then you listen for air escaping. If you have a bad intake valve the air will through the cab, a bad exhaust valve will leak out the tail pipe and if the piston rings are bad it will come out the crank case tube or dipstick. This would be the best way of proceeding forward with correcting your issue.
