I had two thick. (about .063")spacers on the clutch / frame side and a stack of thin washer/ wave spring / thin washer (about .015" each washer) between the brake and clutch pedals.

My pedal arms were not plated.

You may be able to get the correct spacing by adjusting the washer stack-up, instead of bending.

Parts becoming brittle after plating are primarily limited to alloy steels with a hardness higher than 30 HRC, that are not baked after plating, to avoid hydrogen embrittlement.http://www.heat-treat-doctor.com/documents/Hydrogen%20Embrittlement.pdf
