Radiators were generally painted with a special paint, low gloss and low solids, that was formulated to minimize the insulating quality of the paint and thus permit better heat transfer. Eastwood sells it in aerosol. Paint build-up on radiator cores from repetitive or thick paintings is a common cause of overheating, I'd strip the old paint before repainting with the correct paint.
