That would be my understanding. I think all Packard is saying is that in 1942 the only cars that you could put the Goddess or the Cormorant on were the cars they would physically fit (the non-Clippers). Not a reservation but a mechanical limitation. There were no non-convertible juniors of the 'old style' in 1942. The Cormorant and glass-winged goddess were certainly in the 1939 accessory brochure.

Edit: and since it's ok to put them on convertibles and in 1942 Packard sold a Six (junior) convertible... I'd say that clinches it. Perfectly ok to put a goddess on a 110.
