No idea how similar the track mechanism is to 47 but I had similar issues.

One problem was the ball bearings and respective tracks connecting the two pieces was severely corroded, filled with dirt and trash and almost locked in place. The other issue was a bent tab in the release mechanism. My release handle is probably different as it is a lever. Lifting the lever moves a second piece which then pulls against a spring loaded third piece to pull the actual blocking tab out of the track. A tab on the second piece was bent so the actual blocking was not completely cleared.

Looking at an illustration of a typical prewar seat mechanism from parts manual the operation looks somewhat similar. Pulling the handle looks like it has to lift a piece which appears to rotate and pull the locking portion out of the track. Any chance one end of the intermediate rotating piece could be bent or twisted and not pulling the block completely clear?

Is your seat totally locked on both sides or will the passenger side give a bit in either direction? If totally locked then perhaps it has been fixed in place or is at the end of travel but if drivers side is locked and passenger side gives even a little I would suggest the locking mechanism is the issue. Can you push it forward from the back seat?
