Just looking at the photos for an 1801 carb shown in the 40 110/120 owners manual,
https://www.packardinfo.com/xoops/html/downloads/1940_110_120_OwnersManual.pdf if your car is using the same carb it would appear the choke thermostatic spring and operating mechanism is at the carb and not in the manifold so it would just be a cover.
