Hi

The form of a upper rumble seat lid and lower lid for the spare is found on '37-'38 B-Body GM convertible coupes such as Buick Special and Century and Olds Six and Eight. Generally they're referred to as "double-decked".

I defer to the pre-war expert whether Packard did so too.
