Vacuum assist clutch

My 1932 has a vacuum assist clutch, but the operation manual says nothing about it. It also works as a freewheeling device according to Robert Turnquist's book. Does anybody know how this operates? Can I push the red knob on the steering wheel and shift gears without using the clutch pedal?
