Thanks to everyone for their input. Now, I think I know the answer. 19" x 5" base refers to the outside diameter of the wheel and the width of the wheel where the tire mounts, respectively. The hub shell cover surrounds the actual hub cap on a wire wheel, filling the gap between the cap and the inside part of the wheel where the spokes attach. Turns out mine is the 6-1/16" version. Below is a photo of a hub shell cover off a '29 wire wheel. Looks like they dropped the hub shell cover in 1931 in favor of the new style pop-on "hubcap" which actually covers the hub itself as well as the space between the hub and the inside of the wire wheel. Thus it doesn't appear that a '31 or '32 wire wheel will work out.
