1938 Super eight running board and trim

Which is the proper way to install the running board rubber - over the entire outside edge of the board with the trim installed over the rubber, or, the rubber installed just over the top edge and the trim below with paint below the trim. When we obtained our car the old rubber appeared to be all the way down (no trim remaining)
