1930 Packard 740 Carburetor

My Packard 740 is fitted with the correct Detroit Lubricator 51 carburetor (with a new reproduction brass bowl). There is a loud whistling noise through the carburetor under load. I have had it apart and it all looks normal and the car starts and runs well . Any suggestions as to what might be causing the whistle?
