Sorry, can't help with the original 1938 Twelve wheel question. Regarding LTRD's question, I have nothing to substantiate it but it would be surprising if they were not made by Motor Wheel Corp. who made wheels for Packard from at least the late 20s (and perhaps earlier) right thru 1958. And prewar rims are usually marked as well, not just the postwar; the rims on my 1934 are marked with Motor Wheel's name and other identifying data. IIRC Motor Wheel was purchased by Kelsey Hayes in the 1960s.
